Question/Problem Description
Can't connect to Oracle with the Connect for ADO.Net Oracle provider when specifying the tnsnames file as a connection parameter.
Steps to Reproduce
Clarifying Information
The Oracle client is installed.
The registry key HKLM\SOFTWARE\ORACLE\KEY_OraClientxxHome, string value for ORACLE_HOME is set corrctly.
The parameter for the ORACLE_HOME environment variable is at the beginning of the PATH environment variable.

Cause
The provider parses the PATH environment variable to get the installed version of the Oracle client (OCI) software so it knows what registry path should be searched. Once it gets the Path to the registry key, it reads the value of “ORACLE_HOME” property and then browse $ORACLE_HOME$\network\admin\tnsnames.ora to get the value tnsnames.ora file.
If there is no relevant entry in PATH, the provider searches the default path of “HKLM\SOFTWARE\ORACLE\KEY_OraClientxxHome”. 

In this instance there was a Windows permission issue not allowing the application to read the Oracle registry key.
Resolution
Make certain the application has rights to access the Oracle registry keys and the folder containing the tnsnames.ora file.
