Cause

The exact cause is not known at this time.

Resolution

Upgrade to a hot fix 5.1.4 that uses an installer dated 26th Jan, 2016 and above.

Workaround

Run the installer from Windows Command Prompt :
Setup.exe LAX_VM "C:/path/to/java/bin/java.exe" -i console
or
Setup.exe LAX_VM "C:/path/to/java/bin/java.exe" -i GUI
