When running a query through Oracle HS, the mentioned error is thrown.

Cause
Oracle HS was running with enviroment variable LANG=en_US.
The ODBC Datasource has IACP=2028 set.

Therefor the driver was incorrectly translating data to IBM-37 codepage.
Resolution
Make sure that IACP is set to the correct value
