To determine the OpenSSL version on Windows, use the Strings utility from Windows Sysinternals

strings.exe ddopenssl30.dll | findstr OpenSSL

Sample output:
....
....
OpenSSL 3.0.9 30 May 2023

....
....


This output tells us that the version of OpenSSL is 3.0.9.


To determine the OpenSSL version used on Linux/Unix, navigate to Install_Dir/lib directory and execute the command below:
strings ivopenssl30.so | grep OpenSSL (32-bit)
or
strings ddopenssl30.so | grep OpenSSL (64-bit)

Sample output:
....
....
OpenSSL 3.0.9 30 May 2023
....
....


This output tells us that the version of OpenSSL is 3.0.9.


You can additionally cross check the OpenSSL version by reviewing the notices.txt file
