Resolution
The DB2 packages need to be rebuilt with a larger dynamic section. For DB2 on z/OS and iSeries you will need to use the following parameters"

- PackageCollection=collection_name (where collection_name is the name of the collection or library to which DB2 packages are bound)
- CreateDefaultPackage=true
- DynamicSections=x (where x is a positive integer)

The following URL creates DB2 packages with 1000 dynamic sections:
jdbc:driver:database://server1:50000;locationName=ABCDE; packageCollection=DEFAULT;createDefaultPackage=TRUE;dynamicSections=1000 

Once the dynamic section has been set those 3 parameters from the URL.

Be sure the user connecting to the database to build the new packages has the correct permissions. For additional information refer to KB article "What are the minimum DB2 permissions needed for a user to create packages?".
