Clarifying Information
The 5.1 driver does not display the timezone. (2019-01-01 12:00:00.123)
The 6.0 driver displays the timezone by default (2019-01-01 12:00:00.123 America/New_York)

Resolution
This issue is related to the driver connection option "showTimeZone". The default was changed from false to true between driver versions 5.1 and 6.0.
- The default value is set to false for driver version 5.1.
- The default value is set to true for driver version 6.0.

This is done to display values similar to the native Oracle driver.

To revert the 6.0 driver back to the 5.1 driver behavior, add the following to the driver connection parameters "showTimeZone=false"

For additional information on driver connection parameters see the Progress DataDirect driver documentation.
