Steps to Reproduce
Clarifying Information
Oracle is hosted on Amaazon web Services.
The connection is made without setting SSL, AuthenticationMethod = 11.
The connection port used is 8443.

Cause
The exact cause is not known at this time.
Resolution
This is not  a driver issue. It looks like AmazonRDS will accept a connection to port 8443 with and without SSL enabled.
