Clarifying Information
Oracle database was upgraded from 11g to 19c and the user can't connect using the Oracle driver version 07.13.0125 (B0113, U0074).

Cause
Oracle 12cR2 has changed the default protocol version to 12.
Resolution
Upgrade to the Connect/Connect64 for ODBC 8.0.1 Oracle Wire Protocol driver which supports protocol version 12.
Workaround
  • Use the 7.1 Connect/Connect64 for ODBC Oracle Client-based driver with the Oracle database version specific vendor client software.
  • Change SQLNET.ALLOWED_LOGON_VERSION_SERVER from “12” to “11” on the Oracle database server and use the Connect/Connect64 for ODBC 7.1.6 Oracle Wire Protocol driver.
