Question/Problem Description
Timestamp query returns incorrect data while using the Connect for JDBC Oracle driver.
Data is successfully returned, but is incorrect by a few days.

Clarifying Information
Query - "SELECT (SYSTIMESTAMP AT TIME ZONE 'UTC') FROM DUAL"

Problerm does not occur when using the Oracle thin driver

Cause
When running thew above query the database internally runs the stored procedure "DBMS_UTILITY.GET_TZ_TRANSITIONS". The user running the query did not have the correct user permissions to run the stored procedure.
The stored procedure "DBMS_UTILITY.GET_TZ_TRANSITIONS" is included with the Oracle database installation.
Resolution
A user must have permission to run the stored procedure "DBMS_UTILITY.GET_TZ_TRANSITIONS" before they can run the query "SELECT (SYSTIMESTAMP AT TIME ZONE 'UTC') FROM DUAL"
