Oracle 18c and Oracle 19c are certified with Oracle JDBC Driver 6.0 as per the following product support matrix page:
https://www.progress.com/matrices/datadirect .

But only Oracle 18c is certified with Oracle JDBC driver starting with driver version 5.1.4.000454 or higher as per the knowledge base article 000091256 :
Support for Oracle 18c with the Connect for JDBC Oracle driver
