Question/Problem Description
The below error is received when installing the ODBC drivers on a HP-UX B.11.31.
Steps to Reproduce

Error MessageCreateLicFile[27]: etc/lic/makelich: cannot execute
CreateLicFile[68]: etc/lic/makelich: cannot execute

Default ODBC.INI and ODBCINST.INI files could not be created.

Resolution
None at this time.
Check if the user has permissions to install the drivers in the install directory.
Workaround
Install the drivers on another HP-UX and copy these files to the machine where the installer did not work.
