The connect products (ODBC, JDBC, ADO.Net) check the license upon connection.  As long as the license that is currently installed supports the number of cores/CPUs of the hardware, making changes to the number of cores/CPUs will not effect the usage of the driver software. However, if the hardware is upgraded beyond the number of cores/CPUs that the drivers are licensed for, the connections will first behave as an evaluation  and eventually the connections will fail once the evaluation period has elapsed.

An evaluation period is typically 15 days.

For example, if the software is licensed for 4 cores and the hardware is upgraded from 1 core to 2 cores, the usage of the drivers will not be effected.
If the software is licensed for 2 cores and the hardware is upgraded from 1 core to 4 cores, the driver software will behave as an evaluation install until the evaluation period has elapsed and then the connections will fail.
