Question/Problem Description
In order to avoid any action that would affect values that contain quote characters, it would be helpful to make the "Quote Characters" configuration optional.

The "Quote Characters" configuration option cannot be made optional.
Workaround
As a workaround, set the quote character to something that is not used or found in the general data; such as quotes=| (vertical bar) or quotes=` (back-tick)
