OpenAccess SDK version 8.1 is certified on Windows Server 2016.  Upgrade to the following versions:

OpenAccess Server SDK (Version: 8.1.0.70)  
OpenAccess Local ODBC (Version: 8.1.0.70)  
OpenAccess ODBC Client (Version: 8.1.0.70)  
OpenAccess ADO (Version: 8.1.0.73)
