Clarifying Information
According to ODBC Release History - Oracle Database at https://www.progress.com/odbc/release-history/oracle-database-odbc, Oracle 19c was certified with the client driver,

Oracle 19c R1 (19.1) (driver version is 07.16.0178 (B0504, U0356))*

The Progress DataDirect for ODBC for Oracle Wire Protocol Driver is certified with the following driver builds:
Oracle 19c R1 (19.1) -> Driver version 08.02.2245 
Oracle 18c R3 (18.3) -> Driver version 08.02.2158 
Oracle 18c R1 (18.1) -> Driver version 08.02.2114 

The last Connect/Connect64 for ODBC 7.1 Oracle Client Driver certified on Oracle 19C was build is 07.16.0178
The Oracle client driver has been discontinued in 8.0.

No driver changes were required for any of the above certifications.

### NOTE The Connect for ODBC Oracle Wire Protocol driver, version 7.1.x.xxx was retired in April 2019 and is no longer supported.
