Steps to Reproduce
Clarifying Information
Execute below SELECT statement in odbcisql

SELECT * 
FROM ABCD AS C 
LEFT JOIN sys_user AS U ON C.assigned_to = U.sys_id 
WHERE C.install_status <> '4' 
AND C.install_status <> '6' 
AND C.install_status <> '7' ;


Expected Results:
Rows selected = 2654

Observed Results:
Rows selected = 2396

Issue was with algorithm used in the IP (Interface Provider).

Fix the IP code.
