Question/Problem Description
Slow performance is seen when trying to load data from SAS application into Salesforce.
Enabling bulk load in the ODBC datasource does not help.

Set INSERTBUFF SAS Connection option. For more information about this option, see the SAS online documentation.

After setting this option, performance will improve and bulk load can be enabled in the ODBC datasource.
