At this time, the latest release version of  DB2 v7 for i supported by  ADO.NET 4.3 is "DB2 UDB V7R3 for i" as per the product supported configuration page:
https://www.progress.com/supported-configurations/datadirect?ds=ibm-db2&interface=net

And for Visual Studio, ADO.NET 4.3 supports Visual Studio 2015 and 2017 as noted in the ReadMe file for the product:
